If you have Wi-Fi but no cellular reception, you can still send and receive messages:

For a more accurate reading of your reception than standard bars, you can use : Open the Phone app. Dial *3001#12345#* and press Call . If you have Wi-Fi but no cellular reception,

This opens a hidden menu showing your signal strength in (decibel-milliwatts). A number closer to zero (e.g., -50 dBm) indicates excellent reception, while -110 dBm or lower indicates very poor signal. Texting with No Reception (Satellite)
